What goes wrong is that the file is private by default, so the link you paste into an email opens a request access screen for everyone you sent it to, and you find out about it a day later when someone finally mentions it. If it matters that everyone can watch it, host the video and put it alongside the PDF behind a single link instead. Embedding is literal: the video goes inside the PDF, so what you send is the document plus the recording, and a two minute screen capture can turn a 1 MB proposal into something you cannot attach to an email. Gmail draws the line at 25 MB for personal accounts and quietly converts anything bigger into a Drive link, which means the neat self-contained file you built arrives as a link anyway, just a clumsier one. I found this out the boring way, sending decks in a growth role and wondering why one of them bounced back when the others had gone fine. Adobe documents rich media playback for Acrobat, and that is the environment it is built for. A 1080p export at a fairly ordinary 8 megabits per second is around 60MB for every minute of footage, so you are past Gmail's 25MB ceiling somewhere in the first half-minute. People try to compress their way out of this, and it rarely works, because an MP4 has already been compressed. Zipping it might shave a percent or two. The size only really drops if you trim the clip or re-export it smaller, which means going back to whatever you edited it in. The same maths applies to any format, and there is a walk through of the caps on Gmail, Outlook and Mail Drop for large video files specifically. Upload the file to Google Drive, OneDrive, Dropbox or WeTransfer, set the sharing permission, and paste the link into the email. Gmail will do the Drive version for you if you just attach the file and let it.
